A code P0136 may mean that one or more of the following has happened:
•Faulty O2 sensor leak in exhaust close to O2 sensor
Short to voltage on O2 signal circuit. incorrect wiring.
•Open in circuit resistance caused by corrosion in connector

Your only fixes are replacing the o2 which you already have.
Repair short or wiring issue.
Clean and repair any connections/grounds.

From what I have gathered from your last thread I'm gonna put my money on the bold.
And seeing how you have already replaced your sensor I'm going to assume it is not stuck or functioning improperly, So exhaust leak and wiring is going to end up being where your problem resides.

Also low voltage can mean it's running rich or lean vise versa. Are you consuming more gasoline then it should. Do you smell a rich fuel mixture while driving etc. Cause a problem causing a rich/lean condition can be the root issue of why that sensor shoots that code.
Not the sensor itself.
