so much oversteer its a problem?
if you've managed to set the car up to do that, then you ought to know how to correct it. it's not easy getting an FF car to oversteer. explain the setup and situation a little better.

i have a 15mm rear sway bar stock 95 si front (??mm) koni shocks tanabe super down precedeo springs falken azenis 14"... I haven't really touched anything on the car besides putting on the shocks and the rear sway bar the shocks are all set to the softest setting..the rear of the car really comes out a lot and I have to keep the wheel straight a lot but with no lsd I can't really gas it. the falkens slide really easily esp down hill

sounds like a technical problem somewhere else in the rear suspension...I have a 22mm rear sway and HR Sports..I can hardly get the rear out if i try, even with throttle lift.
perhaps your suspension is binding in the rear, or something else is restricting suspension travel. or maybe something's broken causing you too bottom out hard. does it seem to ride really rough in the rear compared to the front? a stiffer rear set up will cause oversteer, but never to the point of undrivability. my money is on something being broken. check it out or take it somewhere ASAP, it could be dangerous.

when I push the rear down with my hands it shows no resistance feels same as stock the front feels a bit stiffer than the rear

You'll need to get someone who knows what they're doing to adjust your suspension for you.
Also, do you have a habit of letting off the throttle in mid-turn?

My friends 92 accord has major oversteer problems....its great!! 
And yeah, most cars (though not my civic) are alot more likely to swing out the rear if you back off the throttle mid turn.

My Civic doesn't swing out if I back off the throttle mid turn, either. I thought this was more of a problem with rear wheel drive and understeer.

There is no way your car oversteers w/ that setup if everything is installed properly. Check your bushings and everything, you might be getting some binding that isn't allow the rear to compress?

Ok, flame me if I'm completly off track here, but have you tried altering your tire pressures? The only time I ever oversteered in my car was when I left the rear tires at the psi thats meant for carrying heavy loads. Bear in mind that this was completely stock with crappy tires tho.

But seriously, go to an autocross event and lift off the throttle and/or slam on the brakes in a hard corner. Your rear end will rotate. This is a characteristic of the FF drivetrain layout. This is why advanced FF autocrossers use left-foot braking.

yeah thats right. that happend to me at autox when i picked up off the throttle. my back end kicked out a few times with a stock suspension setup.
