Default Over Heating problem.

I have a 95 civic with a b20 swap, I've changed the water pump, radiator, radiator hoses, I've got the fan running 24/7, and a thermostat that has the middle peace knocked out of it and it doesn’t over heat. Ok now my cold start injectors won’t cut off on cold days because the engine stays to cold, so I put a new thermostat back in it and it starts over heating. So I thought the small possibility that is was bad so I put another one in it and it still over heats. I can feel the top hose that go’s into the head and its hot but the bottom hose is cool to the touch. Ok so what the heck is going on? There is no blockage no blown hg, no warped head. I did a compression check and it ran 178, 168, 165, 169. So somebody tell me why the thermostat is not opening. It’s a 180’ thermostat.

If the radiator is stoped up why would it not over heat when i put a thermastat in it that dose not have a middle to it. So to me wouldnt that be the thrmastat not opening. But the one have in it is new.
