Change your main relay. It sits to the left of the steering wheel under the dash, directly above the hood release latch and should be bolted onto the car's unibody by a 10mm bolt that's particularly annoying to remove. It has a 10-ish pin connector going to it (brown, if memory serves) that you need to remove. Because of the limited space, this will undoubtedly be frustrating.
The click you hear is the relay actuating or, in this case, not actuating It's about $25.

A solid CEL means no ECU response. Without the ECU the main relay won't activate the fuel pump. So yeah, if your ECU is shot, you won't hear the click of your main relay actuating. Get a response from your ECU first, and then it'll probably work, unless it's blown of course.

check ALL your fuses, check/change your main relay, check ALL the engine grounds, perform the main relay test in the helms manual.

Like I said before, a solid CEL means that there is no response from the ECU.
After that mess of jumbled and messed up wires you claimed was the ECU harness, it's not a surprise why. I'd say chop the ECU harness off a junkyard car and start wire matching, 'cause that harness is screwed, and if it's not working, your car will never work.
