OEM Honda VTEC specs call that for VTEC to engage, the water temperature must be above 140ºF (standard operating temperature is approximately 190ºF).
VTEC will NOT engage when the engine is ice cold unless the "water temp check" is "unchecked" in a tuned ECU.
Replace the Water Temp sensor, then reset the battery, the CEL will shut off, and VTEC will come back.

That doesn't mean ****, it could be broken and outputting an improper voltage or something.
Replace the water temp sensor, I can almost guarantee you that's the problem.

It's under the VTEC solenoid a bit and to the right a bit - not the green plug though.
You can tell as soon as you pull it out - it's a pointy looking thing with a thermometer at the tip.

Yeah, I just checked it, the OBD-II LS and the OBD-II Si motors both have the same part number for the temp sensor.
Though like I said, I can't find a diagram or place to buy an OBD-I water temp sensor anywhere, I can't find the damn thing in terms of diagrams on OBD-I B-Series motors...
Though yeah, the water temp sensors will be the same, so you can just pull one off an LS. Though like I said, I can't find it for **** on OBD-I B series motors, maybe I'm just looking in all the wrong places...but yeah, interchangeable.

the ls im gettin it off of has an older style valve cover but is a 94 and up one not a da
but will a 90-93 one work if all else fails?

No idea, the OBD-I diagrams of the water pump aren't showing a water temp sensor like the OBD-II diagrams are - so I'm .

Either way, buy 'em and be done with it.
If you plan on pulling it off a junker, any B series OBD-I engine (before 96) will work and I'm 99% sure (though not positive) any OBD-II B-series will also.
Though it's only 30-35 bucks from the Honda dealership...so I'd just buy the sensor and O-ring from there...
