Oil Pan Bolt and Washer keeps turning, not tightning.

Oil Pan Bolt and Washer keeps turning, not tightning.
When I change my oil, I normally don't use a washer between my bolt. I took my car to the car shop and they used a washer in between the bolt. I changed my oil myself again and now it won't tighten all the way. It gets close to tightening and starts it loosens up again. What gives?
TL,DR: I can't tighten my oil pan bolt with a washer in between. It keeps turning and turning without really tightening all the way.

The bolt or the pan is stripped. If it's a steel pan sometimes you'll get lucky and it's the bolt, if it's an aluminum pan you can usually count on replacing the pan.
That washer is supposed to be there, replace every second oil change or so and you shouldn't have problems with stripped drain plugs.

I don't understand how it stripped? The car wasn't leaking after the auto shop changed my oil and added the washer. I decided to change the next oil change and when I put the plug/washer back in it's not tightening all the way. I never got a chance to over tighten the sucker.

You can always try and get the shop to cover it, but since you've removed the plug already, they're not liable for anything.

Its because minimum wage jimmy worked on your car,and he was still recovering from all that weeed at the party last night, never let an oil jockey change your oil,

Argh...I'm never going to get an oil change done by a shop again. Thanks for the help. I guess I'll get a new one at the Honda Dealership.

and if it is stripped you can try more than one washer. Ive had oil change places screw up twice on my cars, one no oil, the other a quart and a half too much, so no matter what I do my own.

You can try purchasing an oversized drain plug bolt from advance/autozone for around $8-9 bucks. Install it properly by screwing it on till it gets a little hard, back it out completely and take off any shavings carefully not to get any inside the pan, and repeat until its on all the way. or else youll crack the pan.
I got a y8 but im sure most d series pan are interchangeable. bought this y7 pan on ebay for $58 new (DORMAN 264-405 Oil Pan). Honda bond for $12 and a new y7 oem gasket for $21.

There are a number of kits to repair the pan on the car, doesnnt mean it has to be scrapped, if you pull it get someone to weld in a steel pipe thread bung and use a pipe thread plug with sealant
