Oil leak now bad timing.

Oil leak now bad timing.
I was investigating where I had a oil leak from an got help from here.

and that was the problem, now where do I get that ring from? What is it called? and more important why if I made marks to my distributor assambly to line it up again and it did, now my engine is out of timing, 1k to 3k revs is slugish and uses more gas that
n my explored but from 4k to red line drives normal?
