Offset for a 1999 Civic EX... what's the right size?

Default Offset for a 1999 Civic EX... what's the right size?

I have a 1999 Civic EX. I'm going to buy some Racing Hart Evo C2's for my car and I want to make sure that the rims don't stick out of the wheel well. I'm looking at getting 17x7's and I've heard that an offset of +38mm to +42mm will work. What I'm wondering is, what offset is best so the rims looks flushed with my car? Please... someone help me...
