First of all do you know if it's your primary or secondary o2 sensor? there are two on the car.
Secondly ONLY get NTK or Denso - all other brands suck ***** on hondas and may throw a CEL immediately or soon after you run them.

Code 65 by the chart means "secondary oxygen sensor heater" which is actually the sensor LOWER in the manifold.
I have a feeling you've got a cracked exhaust manifold...the 96-00 Civic Dx/Cx/LX are notorious for cracked manifolds and o2 sensor codes.

Going by the code you've provided the sensor shown in the pic above as number 9 needs to be replaced, not the upper one above the convertor section in the manifold.
Also you REALLY need to closely examine the manifold itself where the primary o2 sensor (number 8 in the pic) screws in - they crack easily right there at the middle where the "Y" section of the manifold comes together at that hole for the primary o2 sensor.

If you're from California then there's no way in hell it'll pass by unhooking the check engine light. they test the light itself to make sure it works, and even if the light isn't work their scan tool would still pick up the code anyways.
I hate trying to repair 1996-up OBD2 cars by using codes checked with the check engine light flashing code reading trick. I much prefer the OBD2 scan tool method.
Again code 65 by definition is "secondary oxygen sensor heater element" which means the lower sensor needs to be replaced.

Both NTK and Denso offer direct plug-in units that require no wiring whatsoever.
I work at a shop so I purchase mine from wholesale suppliers called World Pac and S.A.V.E. I'm sure a Google search for "Denso First time fit oxygen sensor Honda" or "NTK oxygen sensor Honda" will yield locations to purchase them.

Good looking out.
Remember to specify DIRECT PLUG IN when ordering, and get the Denso!
