I see you have an EG. Most 92-93 models will NOT have the plug behind the fusebox, and you'll need to run that wire through the firewall manually. On the other hand 94-95 models will have that plug, and just keep looking.
I have a 92 VX, and it didn't have have the plug near the windshield washer fluid reservoir or behind the fusebox.

I have the ebay fog light in my ej1. Everything was plug and play. So are you trying to feed the wire through the firewall? Or are you talking about the fuse box on the engine bay or under the dash fues box?

Re: (turb20_vtec)
i have instructions that i got offline from some website... i forget the name of it... but it says locate the 1 pin connector blue taped to the cars harness underneath the dash near the fuse box, and i found a plug blue taped tot he cars harness but my plug has two wires going into it- neither of which match the colors in the instructions... so im kinda worried that im gonna have to ghetto rig something- otherwise i have located every plug that i need to plug the rest of the harness in

You have the fog harness which gets power from the fusebox via the switch harness. The fog harness plug ends up to be near the driverside headlight. You take 16 gauge wire, connect it to the fog harness using a female spade connector, run it along the driverside of the engine bay. There's a firewall grommet that has a bunch of wires going through it near the clutch master cylinder. Run that single wire through that grommet, through the firewall, and connect it to the switch harness via a female spade connector.
