I know that the lower-class trim level's (NOT SI) have the two piece grill from the factory, there is like 8 screws that hold the painted part to the plastic part... I have taken several apart... and I know this is true for both 96-98 and 99-00 (not sure about Si)

Yes you can seperate that one and no 98 grills will not work in 99's or vise-versa.
