odometer/trip seem to work but my speedo is off
It reads about 6 miles faster than I'm going. It really doesn't bother me, I'm more concerned with getting accurate miles for figuring MPG. I've read that the VSS controls all three (trip, odo, and speedo)
I think the trip/odo is fairly accurate as I've compared it to streets exactly one mile apart on the freeway.
So how could my trip/odo be working but my speedo be so far off?

Your speedo is failing. The odometer and trip will function even if the speedo doesn't - why? who knows?
The speedo in my 92 Civic VX failed recently. It is pegged on the opposite side of 0 mph. The symptoms you described are exactly what happened to my car before the speedo failed completely. Well not exactly completely. Every now and then the speedo comes back to life but soon pegs out again. When it does read, it always reads too high.
You cannot do anything except get another instrument cluster or if you're lucky, you might be able to swap out the speedo part on the cluster.
Mine doesn't bother me because I use my GPS as the speedo now. It's very accurate. And the odometer and trip meter still work.
