Obd2a to obd1 - no power - no CEL codes

Obd2a to obd1 - no power - no CEL codes
I need a little help here. I've done a obd2a to obd1 conversion on a 97 cpe. I've got a problem with it. P06 ecu (modded for vtec and rom chip - came from running EG) and a "transplant" motor d15b mini-me.
The problem im having is it sems to have no power at more than 20% throttle. anything less than 20% it seems fine. It will go all the way to 7k as long as its less than 20%. it almot feels like it slows down at more than 20.
MAP, TPS and O2 are from my EG hatch and they where in working order when took them off. The IAVC was put to 2 wire (wire harness plug near the ecu was switched as well). Z6 dizzy repinned to accept the obd2 plug. The main harness had both O2 plugs cut off when i got it. I had to us a donor harness to get a plug.
There's no muffler on it yet, just the downpipe. I know thi affects the power but i know it doesn't affect it as bad what im feeling.
Is there something im overlooking, or can anyone give me some pointers on what i may need to check?
