obd2a/b iacv idle issue

obd2a/b iacv idle issue
I'm swapping a d16y8 out of a 96 civic ex into a 99 civic dx (which previously held a d16y7).
The problem i'm having is that the car will not idle properly. I converted the IACV from 3 wire to 2 wire, but realized that the p2e ecu (used on the y7) looks for a 3 wire IACV.
Initially with the 3 wire to 2 wire conversion, the car would crank over, and die within about a second. Then I tried repinning the blue wire in b23 back to b6 on the harness.
This caused the car to run and idle, but the idle is high and fluctuates between probably 1k-1.5k rpm.
From all that I know so far, it seems that I should get an obd2a to 2b jumper harness and use the obd2a y8 (p2p) ecu.
Is this correct? It seems like the best way to go about fixing the problem, but I'm not sure if there are other options.
