obd2 help

so i have a 96 civic ex its obd2 with a gsr swap im running on a p73 is that ecu the reason my obd2 port has no power? or would it be something else? would a jumper harness from obd2a to obd2b help or viseversa?

So who did the swap? If it's a JDM ECU you will have this kind of issue.
