OBD1 to OBD2 need it to be smog legal......
I have a 92 cx with a y8 thats wired to obd1. What do I have to do to make it obd2? I went to a shop in Sac and they told me I would have to take off the dash.(something about rewiring)
They also told me its easier to just drop in a B18B. Is this true?

are they smoking crack? i know u should get a obd1 to 2 conversion harness, maybe a sensor or two like knock & 2 oxygen sensors? they just trying to juice your *** for more $$ it sounds like.

If you just want it to be smog legal you should be fine as it is a new engine in an older vehicle. As the car is a 92 it has to pass sniffer, not the newer ecu test. I would assume that California is roughly the same as GA in this aspect as Atlanta seems to be following their example.

Is the OBD1 to OBD2 harness B.A.R legal? I am confused about the the harness.
If the car is OBD1, I drop in a OBD2 motor I need to run a OBD2 wire harness. So where does the jumper harness come into play? OBD1 will not plug up to a OBD2 motor.

I know on an OBD-II car there is a connector for under the driver side dash you will need to install for ECU communicaton. So when the guy said you will need to rip out the dash he is correct. You basically need to find a complete wiring from an OBD-II car and take out the dash wiring and install it into yours. Then everything else needs to be same compliant, exhaust has to have 2 O2's Pre and after cat, ECU, and other fun things.. IMHO its a pain.
