OBD1 JDM B16a into OBD1 EJ wiring
Can I use the wiring harness? This harness is apparently wired for a right hand drive civic, I am left hand drive. What should I do?

use the stock wiring harness from your SOHC, if its not wired for Vtec already, you'll have to add that. But, just use your stock harness. forget the B16 harness.
