OBD1 GSR swap w/ ITR internals STATE REF!!!

hey guys i have a 95 civic ex w/ an OBD1 GSR motor that as full USDM ITR internals. My question is can i still BAR my car and pass w/ the full USDM ITR internals?

If a usdm itr can pass smog why cant a gsr with itr internals aka itr motor...?
