OBD1 ECU question

OBD1 ECU question
So I did a OBD1 B18c1 engine swap in my 95 Civic Hatch DX. So I rewired the engine harness so it will be configured with the engine. So I added KS, IAB, VTEC, VTEC oil to my existing civic dx engine harness. So I started it up and it starts up great! No CEL or anything. Drove fine and then I saw my temperature gauge starting to go up. So I turned off the engine immediately. Then I realized that I did not plug the radiator fan plug back in, thats why the temperature started to go up. So I started the engine up again, it just kept on cranking... No start at all. Then I recheck my fuses and i saw the ECU fuse break. So I replaced it again, and it break immediately. Then I knew that something was up. I recheck all my wires that goes to the ecu and the engine harness. Nothing out of the ordinary. So I replaced the fuse again. And it did the same thing. I then immediately realized that there was a weird smell coming from the ecu. It smell like the ecu was fried. I opened the ecu up and saw connector B1 which is (according to OBD1 GSR ecu schematic) IGP1 Power Ground is fried and is no longer connected to the pin that leads to the cabin harness.
So my question is...
1.) Did i wire the IAB wrong? Maybe switched wires? That's why the ecu fuse keep breaking?
2.) What is IGP1 Power Ground connected to? Or what is it for?
3.) Can I reuse the ECU? It looks like I can solder it back. Or should I just buy another one. P72 doesnt come cheap...
