Yeah you can, and its not that hard, however if haven't bought the engine yet i'd hold out for the OBD1 version. The biggest thing your going to need is the OBD1 ZC distributor, its different than anything else, its got one long foot on the mounting flange and nothing else fits, you can't even bolt a normal D-series distributor on with one bolt. There is however a way around that too, if you remove the cam cap that the distributor bolts to and replace it with one from a B18A1, its shorter and will allow you to bolt up a D15B7 distributor with one bolt, you can't time it, and the timing isn't optimal but it will run ok. I assume you could also convert the OBD0 distributor to OBD1, but i'm not sure, the OBD0 ZC has a cylinder position sensor that runs off the exhaust cam unlike nearly every other honda engine where its integrated into the distributor. Intake manifold is supposed to be different. Other than that there isn't much thats different, heres a couple of links to help you out.

i wonder if i can use the housing from the obd0 ZC dizzy and put the d15b7 internals in it and then make or find a cap for the exhaust side sensor. And if i could get it to fit up and all i wouldnt need the other sensor just the dizzy.

Nope, unfortunatley not, nothings really the same inside, the other thing is even if you try to swap between a normal d-series distributor and an OBD1 ZC distributor you can only swap the sensors, you can't swap the shaft and bearing as the hole in the end of the shaft that the pin goes through to hold the little cam on the end of the distributor is drilled about 90 degrees differently than any other D-series distributor. Easiest thing i can think is replace the cam cap with one off a B18A1 and put a D15B7 distributor on with one bolt, i know it sounds absolutely retarded but it actually does work. When my friend did his ZC swap we had an OBD1 ZC that came with a bad distributor, we knew this when we bought it, bearing flew apart inside. what we had was a D15B7 distributor, we actually first tried the car by holding the distributor on with vicegrips. Anyway, my friend also had a B18A1 sitting in his garage he was planning to rebuild and sell and he starts looking at it, and takes the cam cap off and puts on the ZC, tried the distributor and the top bolt hole lines up. Basically its one of those things that just sounds messed right up, but it works.
