obd0 engine with obd1 ecu, surging idle, no o2 sensor?

obd0 engine with obd1 ecu, surging idle, no o2 sensor?
So I swapped my d16a6 over to obd1 with a new distributor and a p28 ecu. i don't have an obd1 o2 sensor on the motor yet. The car fired right up and runs like a charm, but the idle surges, it bounces from 800 to about 1700 rpm.
The motor never did this before the swap, and the only thing that was changed was the p28 ecu, obd0-obd1 ecu harness conversion and obd1 distributor.
Will no o2 sensor on a p28 cause the idle to do this?
I know it needs an o2 sensor, but i'm just wondering if there could possibly be somthing wrong with the ECU as well, before I go buy an obd1 o2 sensor, when i've got a wideband, and will be installing this shortly.
