Default OBD Problems

Yea I know I posted a little while earlier about swapping the heads on my motor, but I know have a different problem. I took my 98 Civic EX to the service center to get the emission inspection done on it, but they failed me b/c something is wrong with my On Board Diagnostic system. The guy told me that his machine can't read from my OBD system b/c something is wrong with it giving my the fail. Any body know where I can start checking around? I checked for unplugged or broken/cut/spliced/grounded wires and I didn't find anything. Anybody know anything at all?

Was the battery disconnected for any period of time prior to the test? If so, try driving the car for a couple of days and try again.

No, but I had it disconnected this week, though I didn't have it retested yet

EDIT - I take that back yes it has been disconnected before but maybe weeks prior to the test

ok update: I took my gauges out and noticed my check engine light wire wasn't hooked up. could that be what was wrong?

Do you have the right ecu in your car? Check behind the passenger side kick panel and look for a conversion harness or something like that cause it might be converted to obd1 with an obd1 ecu. Oh and tell us the code on the side of the ecu, it should be a p2p if im not mistaken.

well the car is in the shop, and the ECU has never been touched let alone changed so I know that it is still the stock one.

Well I got my car back from the shop last night, the guy that worked there said there were no codes stored in my Ecu or OBD or w/e. He even called the VA Emissions Dept, and confirmed that my car should pass emissions. However, the guys that I took it to in the first place said that their machine can't read from my OBD. Like it can't even connect to it r some crap. Could they be trying to pull a fast one on me? Or is there something wrong with it? I mean I've taken it to Autozone twice, Advance AutoParts once, a local garage once, ad ran some tests on my own and all pulled the same results: No CEL's stored in my car. Where should I go from here?
