Default OBD II --> OBD I

I found the wiring harness, to hook up a OBD I ECU into my OBD II Engine wiring harness. (I have a 00' EX) It says I need a n OBD I ECU with this wiring harness, and so I was wondering what ECU I should get... Can I run a 95 EX ECU? Any problems there? What about the rev limit? is it still 7200 rpms on a 95? Thanks in advance!
