Default obd-1 ecu code 1 will not go away

and yes i have done a search. ek with gsr swap, obd1 ecu throwing code 1, which is primary o2 sensor. i have replaced the sensor, checked all grounds, checked signal input from o2(like .7-.9 mv) while car is warm, have 12v on output to heater. ohmed out the sensor 10ohms. have no shorts, and continunuity from sensor to pins entering ecu, and all is seems ok, and still is throwing the code. is even throwing the code on the obd-2 ecu that i have, so thats tells me that its not the ecu. is there any thing i am missing, this is driving me crazy.

What year is the motor? OBD1? What harness are you running? Was the car 4 wire before you put the motor in?

I would wire the o2 straight to the ecu and see if that helps.
