o2 sensor problem

o2 sensor problem
i have a 1995 civic del sol si witch is the b16z8 motor...
okay my engine check light comes on.. so i try to code the ecu out.. code 41 and 43.. 41 is a heater o2 sensor... and 43 is a fuel rail problem.. i think the 41 is bad so 43 is bad cuz of 41..
well me and my friend took the o2 sensor.. to see wats sup.. the cap on the o2 senser is nocked off..
so we pull it out and put it right back in..
NOW the car done even start.. starter is still cool.. (the car is trying to start but not cranking over!)
1. if it is a bad o2 can it still start and run!
we tryed to code out the ecu.. but the ecu dont flash to tell us the code?
2. can the ecu ground out?
the ecu dont flash.. but the SRS flashes fast (when i do the steps of code out the ecu.)
3. does that mean something?
