The purpose of the 2 O2 sensors is the increased smog regulations.
The secondary O2 measures the exhaust during/after the cat scrubbing. And will throw a code when it sees the cat starting to malfunction to help prevent people from running around on a dead catalytic converter.
Typically 96 and newer had 2 o2 sensors. However, being in Europe, you may not. I believe you do though.
