O2 code and smell when downshifting

O2 code and smell when downshifting
92 DX
i get 2 differant o2 sensor codes when i downshift, and it smells like the car is dumping gas into the exhaust and its burning in the header. also i just had to replace the header because the previous o2 sensor was seized inside (maybe from the gas burning in there). what do you guys think? i was thinking the extra vacuum from downshifting could pull some gas out of a leaky injector? if so how to i tell which one?
also the smell isnt really like gas, its like exhaust, but so intense its like im sucking on a tail pipe.

If you just replaced the header, it will have a little burn off. It should go away after about 15 minutes or so of driving.

the engine surges when i first start it up and every now and then when its warm, so maybe an an i/m gasket or somthing? ill check for leaks tomorrow and report back.
