Is this normal?
This is of my drivers side headlight/passenger is the same way. Did the 99-00 Civic headlights not sit flush with the bumper? I know my bumper is not factory nor are the headlights. The front end was rebuilt as it was in a accident. I plan on replacing the whole front end with either JDM/USDM Honda parts.

Its normal in the effect that you have aftermarket parts and they are not guaranteed to fit like OEM. From the factory with OEM parts there would not be gaps or a protrusion of the headlight like that.

There are ways you can adjust the headlights. You'll have to remove the front bumper though.
Since they're aftermarket parts they might not ever fit as well as OEM ones though.

Like I said I am hoping when I replace the front fenders (JDM), bumper, grill and headlights hopefully everything will line up a little better.

Mine is a '98, all original parts, but the headlights, front bumper and grille have all come off many, many times. My parts fit well, though sometimes I'll put it all together to find out that the headlights and bumper don't match as I wanted them to. Then I have to take it all apart and do it over again.
Removing the bumper and adjusting the headlights might help at least some.

nofx hit the nail on head again. take off the bumper and try to line everything, everything can be adjusted a little. but without oem parts its not going to line up perfect.

there should actually be a level in the headlight if you lookdown thru the top of the headlight. that should tell you wether the headlight is off or if its the bumper

right everything can be adjusted,however depending on how severe the accident was the parts may not fit flush if the core support is damaged in those areas,when you remove your front end peices i recommend taking a good look at the core support if they didnt have to replace it.If the core support was replaced then an adjustment is all you need

You can actually see the levels change as you adjust the bulbs with those *****.

IIRC, '99-'00 headlights do not have these levels but '96-'98 headlights do.

No problem.
I've had my current Civic for six years, ten months and never noticed the levels working until I helped someone else on their Civic within the past month probably.
Figured it was what they were for (in fact, I wrote a thread about how to adjust them), but never really paid attention.

yeah. when i repainted my civic (just flat black primer) i took off the front bumper and fenders and i took out the headlights and when i put them back in i just made sure the level was centered before i tightened all the bolts. lol so i figured thats what it was for

so when these parts were changed out after the accident.. were all the pieces u got 99-00.. like the bumper, hood and fenders??? or just the headlights??
