Hello,
First and foremost I want to say that this forum is the best one I've come across, period.
Ok, so heres my deal. Im stationed in FOB Salerno, Afghanistan. And back in the rear ( <-- what we army folk like to call home) I have a 97 Civic EX and Im slated to come home in 5 months. You can imagine the excitement...lol.
Anyways I havent really done much to the car, standard AEM CAI and a Tanabe Catback and a new paintjob i did myself (thank god for my art gene) Now I really dont know what I want to do when i get home. I mean what is going to make more power and still be reliable? Do I go ahead and swap something into it? Or do I just stay with the D16y8? I feel as if im in that phase where i know the basics but want to get more advanced but dont really know where to look. Any help would be appriciated.

Turbocharging the D16Y8 is your best bet for power/dollar. It also had a lot of inherent upgradeability, so if you have a decent tuner in your area you can milk a lot of power from it without getting into internals and such.

I'm building a D16Z6 Nitrous motor right now...if you're looking for budget or being simple, staying with the D series is good. You can use the trans. you have, not much wiring to do (unless you're like me, putting VTEC in a NON VTEC car), easy take out, drop in. I was gonna turbo mine...but the budget conflicts...I already have the Nitrous system from another car, so I'm good to go.
As for my 2 cents on your car: start with a few bolt-ons (it seems like you've started already) Put a header on your car, put in a bigger cam. That's a start for all-motor bolt-ons. Turbo might be nice though...if you've got the money. You'll have to stay on the safe, mild side if you want to turbo and keep stock internals. It's all about your budget, knowledge, power goals, etc. Hope I helped
