Icon2 No power to main relay + code 31 & 41

iv been looking for over an hour. Hopfully someone can point me in the right direction but i am a proud owner of a 1994 honda civic b16z6.

Problem is i bought this car not knowing some guy rigged up his own alarm system which is where the problem only begins.

I noticed i have no power to my main relay first clue was that the previous ower has the fuel pump wired into the radio fuse and the instroment panel wired around the back up light fuse? Everything works so i wasnt going to play around with it untill today.

I pulled the plugs on the car and it running lean as hell and had some codes so i ran the codes which came out to be a 31 and 41.

Any help would help me from pulling any more hair then needed

Also, D16Z6, not B16Z6. The second doesn't exist.

You are reading code 31 incorrectly. Post a video of the blinking CEL.

Yes. Jump the connector and start the video as you turn the key to ON(II). In the video, let the blinking CEL run through a few cycles.

you were right the only code i have now is 41

Am i kicking code 41 because my main relay is not getting power?

Does the o2 sensor run through that relay?

Does the engine now start?

Does code 41 repeat over and over again or does the code blink from the CEL once and then the CEL remains on steady?

How do you know your main relay is not getting power?

Yes car runns just runs leans as hell
Code 41 repeats over and over

I know my main relay doesnt have power because the fuel pump is spliced into my radio fuse as is my instrument panel is spliced into my backup light fuse before they go into my main relay under the dash
