Default No power to driver side underdash fuse panel

Recently my car is not getting any power to the fusebox on the driver side.
I checked with a test light and have power to my alt, starter, and engine bay fuse box.

A few weeks prior i went to go take my car for a drive and i realized my battery was dead so i jumped it and drove the car around. The alarm prob drains most of the power and the battery is getting kinds old. So i took a known working batter out of a friends car to try and start mine and no lights or any thing turn on.

Btw it is a b16 motor in a 99 civic hatch.

Any suggestions on where to start.

Update!
i checked all the fuses under the dash on the driver side while the key was in on (ii) and no luck. when i turn the key to on (II) the lights dont come on and the fuel pump does not prime either.
my alarm does not respond to my remote. i check those fuses and they were good from the test light.

What test did you do to determine that the dash fuse box is not getting power?

Have you checked the ignition switch?

I used a test light and had not power to any of the fuses.
The lights for the cluster were not on which is controlled by that fuse box and i checked the fuses too also many of the other things powered by this fuse box are not working also.

Most of the fuses in the dash fuse box won't have voltage unless the key is turned to ON(II). Is this how you tested the fuses?

Have you also checked 40A hood fuse 46, 30A hood fuse 48, and 30A hood fuse 50?

I dont remember if it was in the On(II) position. I guess i will have to give that a try.
I will check those fuses out again just to be sure.
