Icon2 No idle after connecting VTEC

I have a JDM B16A and it didn't have the proper ecu or VTEC hooked up when I bought it. So I got a chipped ecu with a B16A map and I bought the harnesses to hook VTEC up. Today I hooked the harness up to the ecu and it starts but it won't idle. When you push on the accelerator pedal you kind of have to pump it fast for it to even get gas. It makes me think it's not really getting any gas but before I swapped ecu's and hooked the VTEC up it was fine. It will stay running if you hold the pedal down and keep it around 3k rpms. Also it will only rev to 4k rpms then stop like it has a limiter on it. I'm not sure if I hooked something up wrong but I'm 90% sure I put the pins in the ecu where they were supposed to be. Anyone know what could be causing this?
