Default No emissions

We dont have emission laws in Minnesota. So I wanna run a test pipe on a OBD-II car. What do I have to do in order to prevent a CEL light? OBDII to OBDI conversions is certainly an option. But my question is what O2 sensor does the OBDI ECu run off of? The one on the header or the one downstream on the cat?

I believe it runs off both..the one at the cat is called "the secondary O2 sensor heater", or something like that..you NEED both hooked up...my emissions were COMPLETELY different after changing my O2 sensor, and got better gas mileage and all
