I wouldn't cheap out on suspension...but then again, that's just me.
Save up for a quality set of springs and shocks/struts to match it...otherwise you'll more than likely have a car that's lowered, but comes equipped with a really shitty ride.

ya just save up winter is coming anyways just wait tell summer and get your self a cln set and camber kit for front and rear so u dont have to worry about tires

yeah like everyone else is saying, shell out about 150 for HR-sport or even TIEN s-tech springs which can easily be found on http://www.ebay.com

s-techs are designed to be used with stock shocks. they can be bought used for under 100 bucks and its the nicest ride you can get on stock shocks.

tein s. techs. thats whats on my hatch. it rides good, looks sick and you have the top of the line springs. i paid 190 bucks for mine. theyre good quality and lower your 92-95 civic 1.5 in in the front and 1.7 in the rear. i used the stock shocks/struts and didnt need use a camber kit.

That's a terrible combination, especially when it comes to modifying cars.
You'll more than likely spend more in the long run by going the cheap route...if you're going to do something, might as well do it right the first time.

dont lay money beside at the suspension and tires... this 2 things u need rly in a critical situation, is lost my Honda civic eg5 Si cause i fixed low quality springs and shocks... just for saving 300 bucks...

And you got ripped off. Tokico Blues are shitty stock-replacement shocks that you can get for $180 or less for a set. The springs they gave you are probably equally crappy considering they were used as matches to the shocks.
AGXs, Illuminas or Koni Yellows are the only shocks you should be considering if you want a Civic that handles well.
