Icon2 new lca's installed, and soft hand brake???

i just finished installing my function 7 rear lca's on my 97 civic sedan and i noticed when i put the car on the ground it looked lifted from the back. i went to release the hand brake put it still stayed up and didn't drop the height of the car. so now the hand brake clicks about 15 times when i lift the handbrake and feels really soft.... any ideas of what it could be?? and how it can drop the back of the car to where it was before?? any help is appreciated, TIA.
