-tune up (spark plugs, wires, cap, rotor)
-Primary O2 sensor
-test catalytic converter
-check ignition timing
-don't drive to test unless the cat is warmed up
can you post the results, mileage of the car, any upgrades or repairs you have done that would affect your numbers either positively or negatively

Add a bottle of rubbung alcohol to a tank of gas, that should bring your numbers down. It might not run the greatest but it will burn cleaner.

Is your CEL on? What exactly did it fail for? Are you using a jumper harness to go from OBDIIa to OBDIIb?

If CT emissions tests are anything like NJ they dont put the car under load. Its OBDII and gets scanned to check CEL's. If you have any cels it wont pass and youre only allowed to have 2 not readiness codes.

If youre using a P2P ECU its gonna be near impossible to pass.
Aside from the O2 sensor, thats fixible, Did it throw a code for too rich/too lean? The fuel maps between a SOHC vtec motor and a b16 are way different. If you can find out what the other code is, Have someone scan your car.
Youre gonna need a OBDIIa DOHC VTEC ECU. P30-A02. Theyre rare.
Hmotors may be able to get you one, Or someone in the marketplace.
Putting a b16 into a 96-98 civic is a pain. There werent any OBDIIa b16s besides the delsol.
And even getting a 99-00 si ecu wont work cause youll need a jumper harness and the scanner at the inspection station wont reconize it.
You could try swapping harnesses, thats a PITA though.

Yep, That ECU will plug into your existing OBDIIa harness and will run the motor properly.
Get the o2 sensor fixed and ship that bitch through inspection.
Is CT inspections every year or every two years?
When did you do the swap? Should have gottan a sticker before hand.

You probably are throwing the code for the fuel tank pressure sensor too. That ECU looks for it, and your 97 LX most likely doesn't have one. It probably had a D16y7 in it originally, right? Pull the O2 sensor from the bung and clean it with a wire brush, see if you can get some of the carbon off. It might be ok to get you through smog. The FTPS code, use a linear potentiometer from Radio Shack and fool your ECU into thinking it's there. It will work for long enough to pass emissions, but not forever.

Ive heard of that code being thrown before, I have a B18c5 on a stock EX fuel pump and have been lucky enough to never get that code.
