Need Help with wiring problem......I'm confused......

Ok... My friend has a 93 del sol si and it has a d16y8 motor... if the car and ecu are OBD1 and the motor is OBD2, Why would there be a wire from the left tower plugs to the right tower plugs??? one wire connecting what??????

is the harness from the original motor? what color are the wires on the harness that this mysterious wire is connecting?

i think i found out what it is.........the wire on the right \side leads into the iacv(eacv) and i believe the left one is a extra plug that has three wires but only one wire is linked... i believe that that plug is for the obd2 harness and the obd1 iacv wiring is on the right side not the left side.... anyone have any ideas????
