Need Help w/ 1998 Honda Civic LX speedometer

need help with my CEL regading codes
i have a HONDA DX 1999 2DR. i had a problem regarding to my speedometer so i went and checked my fuses under the drivers side and i was kinda messing with them.then i turned my switch to II and the CEL appeared! this never happened till today. i went to go get the codes and these where the following problems they found out.
CODE:
P1298: ELD
P1753: lock up clutch does not engage-stuck in 4th gear
im very new to fixing problems with my honda and i see that this website offers alot of help to solving many problems. would appreciate it if anyone could give me an idea as of where i can start to fix these codes! thank you very much Honda-Tech and its members!
