Default NEED HELP WITH SMOG

i'm trying to bar'd my eg6 with a obd1 gsr swap..the motor has been rebuilt and bored .20 over with JDM P30 pistions, skunk2 intake manifold, aem intake and dc headers and an ITR intake cam....with a stock OBD1 P72....the motor has only 200 miles not even broken in yet...on the day of the smog which was at 3:00pm in the afternoon, I wanted this **** to pass so I woke up at 5am and replaced everything that i can think of.., cap, rotor, plugs, wires, pvc valve, o2 sensor and even a brand new cat and also did an oil change as well.....so an hour before i went to the reff...at 2:00 i pumped 91 octane and added an octane booster by lucas and drove around town on the freeway for aboutn 45mins and then i went straight to the reff...and waited 15 mins until he took my car in....and I failed for High HC on the 15mph....... here's what it said on the sheet
timing : 16 btdc
15mph: HC :MAX-90 AVE-21 MEAS-109-----------FAILED
C0: MAX-0.54 AVE-0.06 MEAS-0.16
NOX: MAX-711 Ave-150 MEAS-460
25mph: HC :MAX-56 AVE-13 MEAS-43
C0: MAX-0.53 AVE-0.05 MEAS-0.03
NOX: MAX-754 AVE-136 MEAS-71

and yeah i was pissed...anyhow i came home and check my plugs(NGK single Platium) and they were blacked and wet like they were fouled out....the car is running too rich so if anyone has any ideas please let me know...

Did you try backing off your ignition timing by 1 or two degrees. I think you can go 2 degrees either way? You didn't fail by much.

BTW, I thought the REF only does a visual inspection? Mine only did the visual...then the smog shop does the smog.

^I agree, check the ignition timing.

Any CEL codes? What's the fuel pressure? Is the FPR working properly? Is the engine running cold?

No check engine light and running stock fuel rail and for the temp was right under half and iam running a stock integra radiator....I talked to a couple people and looks like the only thing that might help is retarding the timing...But I'm just curious why it's running rich..

Set the ignition timing to spec with a timing gun. Any of the items that I mentioned could increase HC emissions.

well i failed on high HC so shouldn't I retard the timing to lean out the car so it won't run too rich... another question is the stock timing should be 14+-2 rite...?? what about the fuel pressure...any idea how much psi and how do you test that...?

You passed visual?? I think your supposed to be bone stock to pass no?? Also, the smog check stations Ive been to always recommend me to put the stock air box and headers... I dont know why if theyre CARB legal....

Yes I passed visual because everything is stamped with the EO carb serial numbers that is California smog compliant.....

try your o2 sensor. my car was failing in HC and the tech recommended that, went and got a new one and passed with flying colors.

this is getting annyoning so.....i'm gonna out the stock headers, intake manifold and intake back on and i'll keep you guys posted...

make sure your o2 sensor is an OEM one. Not a bosch one. Those sensors seems to be faulty or dont run correct. go to your local junk yard and slap in the oem one.

also yes you can be off by 2 degrees.

putting stock headers and intake wont do much. if they are already carb legal then they run closer to stock specs. well the headers do at least.

i would try a chipped p28 or another ecu. it is possible yours could have been tampered with. unless you opened it and saw that theres no chip burned into it.

now from my experience with BAR and REFF you only have to pass visual now days in cali. smog you do on your own. where you located?
