i took the cotter pin out and im using a impact wrench to take the tire rod end bolt off and the nut just keeps spinning

You don't even need to take the tie rod off. Remove the lower ball joint, axle nut, and strut fork; move the entire knuckle assembly out of the way and pull the axle out. I don't even pull the fork off the strut, I just remove the lower bolt and move the fork over the lower control arm.
