Default Need help with P0505 code

This is on my 99 honda civic. I recently swapped a 97dx motor into my 99lx. The car idles at 1500rpm even when its warm. So i knew these was a problem and then a few days later the CEL came on. It doesnt rev up and down like many other people have said it does with this code but just holds a steady 1500rpm. Just wondering where i should start. Also maybe there is something different on the 97 intake manifold?

All the problems I have encountered with a high constant rev while warm is caused by a vacuum line.

May be a vaccum leak or throttle cable is too tight and slightly holding the butterfly open (as well as have the TPS reading for a slightly opened throttle)

I took the throttle cable off and it changed nothing. I also realized when i psh the ac button it doesnt engage the ac compressor. Is there a plug on the ac compressor that i might of missed. Also if thats not pluged in will it lead to this problem?

The ac compressor is pluged in so there is a different problem with that, back to the idle problem, i found no vacumm leaks and the throttle body is all the way closed. So im really not sure on what to do next, so would having a 97dx intake manifold on my 99lx have anything to do with this? I noticed there isnt a vaccum port for my cruise control to go in but havent found any other differences.
