Your wiring is messed up. Probably a cps/ignition-related sensor. What ecu are you using and what cel are you throwing?

Im using a p2t . i havent checked what the cel is throwing but even without a computer u would hear the motor try to crank and the starter would get a signal. all i here is a click from the fuse box but not from the starter.

if you are capable of a swap you should be able to logically figure out what is wrong. check the signal at the starter, if there is none, then you might have a bad clutch safety switch. if the signal is there as well as 12v+ you most likely have a bad starter.

Your wrong. Nothing wrong with that harness.( it actually happens to be my favorite for obd2 civic swaps)
Try to manually jump the starter.(Ground the power source on the solenoid) If that works, your ignition switch is bad.

Strange **** happens when the engine is ungrounded. Toss some wires on the block and tranny case and thermo-housing and make sure they're attached to the firewall or core support or frame rails or something and then try again. I'm sure it'll start.
