Default Need help with my jdm h22 on my 93 civic hatch"""

I have a 93 civic hatch and we just swapped a jdm h22 on it.
The problem is, the vtec won't kick in and there is no check engine light on.
The motor feels strong but it doesn't have vtec. the vtec wiring has to be fine because I had another h22 engine and I didn't have any problems like this one. So I need some advice on what might be the problem.

we did the vtec wiring again because the cel came out and the number was 22 and after we rewire the vtec, the vtec still doesn't work and there is no cel on at the moment, but I still have no vtec.
Any thoghts on what might be the problem.

We replaced the oil pickup because it had a little dent and we put a new one from a 97 honda prelude. the one that I have right now is 92 jdm h22 motor.
After that we did a oil flush, we drained the oil and we put new oil back.
We didn't replaced the oil filter after doing the motor flush. Also the oil pan has a dent that is not that big.
