Need Help Identifying Items *pic
I'm having an issues figuring out what / where these 2 items need to go. They are just tucked up under the bottom cover for the steering wheel. I recently bought this 99 civic ex, and are trying to tie up the issues with the car. Currently the cruise control and horn are not working and I was doing an once over look to make sure the clock spring connecters were all properly plugged it. The SRS light is currently NOT on.
But anyways, I have exhausted my resources on trying to search and look for what these are. So any help would be awesome.
Also if anyone has suggestions on why the horn and cruise control are INOP and the SRS light is currently not on. I just pulled the cluster out to make sure there was a blub and it wasn't blown (due to the initial CEL issues where the blub was missing), and looks like there really isn't a way to change it or remove it (unless I overlooked something). I also checked the fuses and all connectors. When you press the cruise button nothing happens, the light on the cluster doesn't come on or anything click. The horn does nothing also, the relay doesn't click.
So some direction might help me out, thanks.

Yes the key reminder works.
I updated the pic so the items are circled.
The two items are not connecters, they are items plugged into the connector. The brass colored box looks to have a coil of some sort in the box and has 2 holes for it to be bolted to something. The other one with the green connector has that white piece on it, which is a button of sort.
Also the srs light never comes on.

SRS light - Terminals F5 and F3 in the cluster connector are power and ground for the SRS light. With the key in ON(II), test whether F5 has battery voltage. With the key off, test whether F3 has continuity to body ground.

There is 12V across 3 and 5. So is there a way to change that bulb so I can pull the code? Or do you have to replace the cluster?

The SRS light is part of a small circuit board. You can buy a new one for about $40 at Majestic Honda. However, it may be more wise to buy a used cluster.

I was able to pull apart the whole cluster and swap a bulb on the board. In turn I also uncalibrated my tach ha. But the bulb was "removed". Who ever I bought this car from was a real crook.
Oh well I need to order some bulb fix the tach and patch everything up and then pull the srs code.
Thanks for the help I was hoping it would be something simpler.
