Default NEED HELP ON ELECTRIC PROBLEM?

I GOT A 99' CIVIC EX, The light on my dash and all the electrical things start flashing, when I was driving on second the started to idle at the ridum of the flashing of the lights, this happens mostly when I put the car into first gear than if I put it into neutral it stops, it also burns my speedometer fuse. Say I change it and im driving the speedometer works right, than when the things starts flashing burns the fuse out again. Anybody has an idea of what might be happening?

Check your engine harness under your intake manifold. There is a honda bulletin about it i think its 99-029.Right under the intake manifold there is a bracket that holds it to the block, which tend to rub against the engine harness causing it to short out and blowing the #15 fuse check it out and hit back on us if it doesnt help.Get under your car and check the engine harness G/L
