Hard to tell without being there.
But the noise up top sounds like you need to adjust the valve lash.
The air sound you hear is the tensioner pulley for the timing belt.
The jumping idle is more or less a vacuum leak.

*edit just finished wactching the whole video.

Put a damn timing belt cover ASAP or your be having fun at a bad time in a bad place.

I'm with xile6 on this one. Where in the HELL is your timing belt cover? First I'd make sure your timing is ok. Then you need to put a damn timing belt cover on or you're going to be in for a bad day. After checking/adjusting the timing, do a valve adjustment if it's still tapping. The whining noise you hear may not be as apparent with a cover on there. As far as the jumping idle goes...... Is it doing it all the time? Is it only doing it when the engine is cold?

I don't run upper timing covers and have never had an issue. And I drive on shitty and dirt roads.

#1 why risk it unless you have a need to constantly access your cam gears? It only takes one small piece of debris to mess your **** up.

#2 I'd have to look at the video again but I don't think I even saw a lower cover.

No timing belt covers sorry guys ive had my own issuses with timing covers, Get to the point ya'll my timing cover isnt the issue. Ill check valve lash. How am i to check for vaccum leaks? Ive sprayed carb cleaner and i get no fluctuation change to rpm. It bounces idle like that whenever it wants. When it warms up and im driving it idles at 500 when i let go of the clutch to stop at stop signs.

Well you can adjust the valve lash but i don't think it is going to quiet the motor down that much.

Check your timing and then double and triple check your timing. After you do that check the condition of your cap and rotor and replace if necessary. Then get a timing light and set your base timing.

Check for vacuum leaks again but instead of waiting for idle fluctuations look for bubbles. Spray every possible spot where you could have a vacuum leak. Spay the booster hose and fittings. Then clean your iacv.

Just to rule them out as a possible part of the noise test the injectors with 12v and see how loud they click when you jump them out.

For that whining check how tight you have the timing belt if it is too tight it will cause problems then check the tensioner pulley.

If you still have not found the whine get a long screw driver and use it as a stethoscope
on the alternator and see if it is the alternator's bearings. Then make sure your alt belt isnt too tight either.

Also being a vtec motor you have lma's and after the valve lash if you still hear a clicking drain your oil and run 4 quarts of dextron 3 or four in the motor. Run it like that for about 20-30 mins and drive it around your town at low speeds then go drain that out a fill it back up with 5w30.
The additives in the auto trans fluid should help rejuvenate the lma seals.

Ill buy a timing light. Dizzy has less than 300 miles brand new. But ill check it to rule it out. Ive had three iacv on here; one bounced idle on start up real bad, the other was an auto and had horrible throttle responce uphill, this one gives me this late jump in idle when ever. And all were cleaned.

Someone did mention it could me my LMAs but i had the rocker assembly off and pressed them didnt feel a noticable difference in any. Can anyone provide a picture for the timing belt guides? I want to make sure i have them right.
