Default Need Help on Cruise Controller Not Working

hi, I have few questions. hopefully someone can help me to find a solution. my machine might be a little bit different from many of you cause this is a 1995 Civic 1.6EX 4-door Sedan, with right hand side steering wheel - I live in a country that driver drives on the left of the road.

by the time I bought this car used, the cruise system is working fine. it has the stick switch installed behind the steering wheel. I don't know is this system comes pre-installed by manufacturer as a standard eqipment or by previous owner as additional accessories.

my cruise system did not functioning since few years ago and I don't have time to look at it so I leave it as is. Only few days ago I thought I want to take a look what's wrong with this device. I check all the fuse and wiring, seems nothing wrong. then I follow all the way where the vacum hose and the cruise actuator cable go and find out there are unknown cylinder connected to the vacum hose. i don't know why the thing was there and what does it used for.

Can you see is there anything wrong to the assembly?

can someone tell me what else should I do. to make it clear, I made a the diagram shown below. if you need any more picture, i will take some more and post it here.

More information is needed. What exactly is the problem? Does the CC button light turn on when you press the main switch? Does the cruise light in the gauge cluster turn on when you try to set the CC speed?

i'm afraid my car system didn't come with dedicated light for CC in the gauge cluster. I don't know what's wrong with the CC, it works fine earlier, now when I press the switch, nothing happen. the system is not working. fyi, my switch look similar to the following below attached to the steering column cover. It's made by Rostra.
