Ok, so I know its been gone over time and time again, but I'm at a stand still.

First things first, I have a 1998 Civic Hatch DX, original motor, blah blah blah

My car is throwing a P0141 code
I needed a new cat so i threw a new cat in the car, I still had the code, so i replaced the secondary o2 sensor, still code immediately
So I did some research, and my 15 fuse is good, so i went and tested the voltage in my black and yellow wire, .7 volts.
So obviously I have a short and its probably the intake bracket. The thing is I have no other codes, no light pulsation, and my car is super low and i have nowhere to work on it at my house. so any solutions before i line up a location to work on my car? I live in NY so I need no CEL in order to pass inspection and my inspection is a few weeks over, so help asap would be ideal.

reset ecu and go for a drive to see if the code comes back. I hope you replaced with "new" parts, and not "new to me" parts.
