Default Need Advice from seasoned honda owners

I am looking into rebuilding my d16y8 which currently sits at approx 198,000 miles , what rebuild kits are out there that are reliable and cheap

OEM, OEM, and OEM.

If you're willing to piece together stuff to save some money, Gates belts, Yamada water pump, OEM or Cometic gaskets, Nippon rings, and OEM bearings.

There are kits on eBay that are made of all-OEM or equivalent parts. Those are OK. If it's the cheapest kit you can find, though, it is a no-no.

Oh HELL no. No-name gaskets, pumps, and head bolts are a big no-go. Assuming your ring lands aren't shot, the pistons are also overkill.

That kind of information can easily be found in the stickies. I also summed it up neatly for you in my first response here - OEM, or OEM equivalent. Gates belts, Yamada water pump, OEM or Cometic gasket kits, Nippon rings, OEM bearings. As long as your piston ring lands aren't damaged, you don't need to replace them. As long as your rods aren't discolored or marred, you don't need to replace them. As long as your crank isn't marred, you don't need to replace it. As long as your sleeves aren't marred, you just need a basic hone to clean them up.
