In my old Accord there was a small piece of plastic that fits into a small hole on the metal top part of the brake pedal. Eventually my plastic piece broke. When the brake pedal is at rest the plastic piece pushes in a button, and when the button is pushed in the brake lights stay off. When you push the brake pedal the plastic piece moves off of the button and your lights illuminate. If this piece of plastic breaks (mine shattered some how) your lights will never turn off unless you push the button with your finger.
If you see small pieces of plastic under your pedals then this is probably what has happened. I took the shattered pieces to Honda and they knew what it was before I even said anything. The part that sucked was that it was like 3 bucks for a tiny piece of plastic. If you're crafty enough you might be able to find something else to stick there instead of buying a 3 dollar piece of plastic.
